Lack of Mobile Coverage- Health & Safety Issue

Completed in 2008, Southport Central is a large three tower development in Southport on the Gold Coast. Two of the towers are 39 storey, with the third having 40 storeys and between them they comprise over 18,000 square metres of residential, commercial and retail.

As you would expect of such a large development, it has large scale amenities to match – the body corporate is the largest in the southern hemisphere with over seven hundred apartments, and the car park is huge, with 2900 car parking spaces.

One of the things that couldn’t be predicted during the design and construction phase of the project was mobile phone reception, particularly in the large car park area. This soon became an issue for the body corporate, primarily as a safety issue for people using the car park.

“Safety is of paramount importance to us,” explains body corporate chairman David Kerr, “and we realised we needed to do something to improve mobile phone reception in the car parking area. It was at this point we spoke to a mobile coverage expert, who recommended the CEL-FI unit.”

A CEL-FI Smart Repeater is a mobile phone repeater designed to complement an existing mobile network and not interfere with its operation.

The CEL-FI can take a weak signal (just one bar is enough) and boost it across a 600m2+ area. The device is actually two units, each about 20cm tall: one that sits in a spot where the mobile signal is strongest, and the other sits a short distance away from the receiving unit. The receiving unit ‘grabs’ the phone signal from outside and the coverage unit boosts and rebroadcasts it. If needed, an external antenna can also be fitted to further boost the signal.

Being such a large area, one CEL-FI was not enough to provide full coverage, so Southport Central body corporate installed a total of fifteen devices to ensure full coverage.

CEL-FI units are used in all sorts of locations where mobile phone coverage is poor, from rural locations, to homes, shops and offices which may be in good signal areas but, due to signal interference from the building itself and interior walls, have a poor signal indoors. The CEL-FI device is installed in places as diverse as hotel lobbies, remote caravan parks and… car parks!

Note: CEL-FI is the only consumer mobile phone repeater that has been approved by all mobile carriers in Australia. Currently approved for use on the Telstra, Optus and Vodafone mobile networks, CEL-FI is a mobile enhancement device called a Smart Repeater. There are other companies selling non-compliant consumer repeaters that appear to be from Australia. Buying non CEL-FI repeaters from them may result in large fines and loss of the equipment.
